2. Have close family (sibling, child, parent, step-parent, or adoptive parent) who has lived in this parish or a neighbouring parish for at least five years.

3. Have a permanent job with contract of employment within this parish or a neighbouring parish.

4. Consideration will be prioritised for those with dependant children.
